Regardless of how many Job Agencies you unlock, it is rare to find an employee who has a score of at least 2/5. Usually, the highest score is 1.7 / 1.8. This is a rather big problem because most of the drivers with these scores earn little money. Because of that you should hire as many employees as possible and put them in cheap trucks.
Devs can please tell us why you won't open up full driver recruitment. In my view: The current locking us in a "under cap" makes the whole games garages/driver counting, kind of redundant, and or disappointing, especially If you got there through hard graft, like I did and most players who like getting everything, I unfortunately, found out in the end, that all that time and effort collecting

I have base game and a few DLC, no mods, mostly default settings and default config files. I notice very often my hired drivers loss a lot of money while doing jobs. I took dozen of screenshots from my 145 hired drivers, one of every five has at least one of these negative income jobs, funny, sometimes they even level up after these jobs ….
Euro Truck Simulator 2 allows you to get multiple trucks and have computer drivers drive them around making you money. These computer drivers are gotten from recruitment agencies. Are all of these recruitment agencies always in the same place?

I have 116 drivers and 25 Garages, my problem is that I cannot expand anymore as there is no more drivers to hire, I have discoverd all the recruitment agents and there is no more drivers to hire if you cant hire anymore drivers thats it really, I have gone as far as I can which is a shame,.And no i dont have any mods installed either.
